В Тюмени большим штрафам подвергнуты бывшие сотрудники дежурной части полиции, которые за взятки продавали информацию о смерти граждан

Ленинский районный суд г. Тюмени вынес приговор по уголовному делу в отношении бывших сотрудников дежурной части УМВД России по г. Тюмени старшего оперативного дежурного 34-летнего Антона Кочегарова и оперативного дежурного группы управления нарядами 41-летнего Алексея Намаконова. Они признаны виновными в совершении преступления, предусмотренного пп. «а, в», ч. 5 ст. 290 УК РФ (получение взятки в крупном размере, совершенное группой лиц по предварительному сговору). Намаконов еще осужден по ч. 3 ст. 290 УК РФ (получение взятки в значительном размере).

В суде установлено, что сотрудники дежурной части Кочегаров и Намаконов отправляли одной из тюменских предпринимательниц и ее сожителю, занимавшихся оказанием ритуальных услуг, смс-сообщения о смерти граждан на территории г. Тюмени и номера телефонов лиц, сообщивших о покойниках на «02». Если родные умерших соглашались на оказание ритуальных услуг, то предпринимательница поручала своему сожителю передать одному из полицейских взятку. Размер взятки составлял 1,5 тыс. рублей за одно «результативное» сообщение, то есть за сообщение, на основании которого был заключен договор на оказание ритуальных услуг. Всего за период с января 2014 года по август 2015 года Кочегаров и Намаконов в общей сложности получили в качестве взяток 540 тыс. рублей.

Кроме того, Намаконов получил еще взятки в обшей сумме 50,9 тыс. рублей в феврале-ноябре 2015 года. Он передавал аналогичную информацию бывшему милиционеру, а тот – в ритуальную фирму. Размер взятки составлял 100 рублей за одно смс-сообщение и не ставился в зависимость от заключения договора на оказание ритуальных услуг, как в первом случае. Намаконовым было направлено 509 таких смс-сообщений.

Уголовное дело было возбуждено в ноябре 2015 года по материалам оперативно-разыскной части собственной безопасности УМВД России по Тюменской области. В полицию от граждан стали постоянно поступать жалобы на то, что их беспокоят агентства ритуальных услуг и навязывают свои услуги. В ходе оперативно-розыскных мероприятий вышли на Кочегарова и Намаконова, которые за взятки продавали информацию о смерти граждан.

В ноябре 2015 года они были уволены со службы в связи с совершением проступка, порочащего честь сотрудника органов внутренних дел.

Суд подверг Намаконова штрафу в размере 1,5 млн рублей, а Кочегарова 1,3 – млн рублей.
